IM Hodari Consulting is a premier Human Capital Consultancy founded in Dar es Salaam, Tanzania, in 2022. We exist to help organisations to unlock the full potential of their most valuable asset — their people.
The name says it all. “Hodari”, meaning competent and skilled in Swahili, it is not just our name, it is our declaration. It is the standard we hold ourselves to, and the value we are committed to imparting to every organisation we work with.
We were founded by HR practitioners with a collective 30 years of experience across some of the most demanding industries and organisations in the region. We have sat where our clients sit. We understand the pressures, the people dynamics, and the real-world complexity of building high-performing organisations. That lived experience is what makes our approach different.

OUR STORY
How We Started | A Problem We Knew Too Well
Before founding Hodari, our team spent years in full-time HR roles and freelance consulting across diverse organisations and industries. Across all of those environments, one challenge kept appearing with striking consistency: organisations struggling with performance, not because their people lacked talent, but because the systems around those people were broken.
We saw organisations hiring reactively rather than strategically. We saw talented employees disengaged because no one had invested in their development. We saw teams that could not gel because no one had taken the time to build a shared culture intentionally. And we saw leaders dealing with the symptoms of these problems, turnover, underperformance, conflict, without ever addressing the root causes.
The more we saw, the clearer it became: someone needed to step in and offer something different. Not generic HR advice, but tailored, experience-led human capital solutions built specifically for the context of Tanzanian and East African organisations.
In 2022, we founded IM Hodari Consulting to do exactly that. Tanzania is home — and it only made sense to bring everything we had learned, everywhere we had worked, back to the country and the region we care most about.

Samora leads Hodari’s capacity building practice, bringing deep expertise in training design, organisational development, and human resource management. With a rich academic background and years of hands-on consulting experience, he specialises in helping organisations build the internal capability they need to grow and adapt. His approach is practical, culturally grounded, and results-focused.
Kibâ Irene Spendi
Irene leads Hodari’s HR management services, overseeing talent acquisition, performance management, and HR strategy engagements. With a strong foundation in business management and extensive experience in HR operations, she brings both strategic thinking and practical rigour to every client relationship. Irene is the primary point of contact for client enquiries and partnerships.
